If and when you wish me to take this matter up with

Japanese Government I would propose subject to your

approval to communicate report informally to Ministry of

Foreign Affairs in the first place and, while reserving

right of His lajesty's Government to make an official

communication at a later stage or publish report or any part

of it, enquire what observations Japanese authorities have

to offer. I should of course indicate very grave view which we

take of the matter.

if you decide to publish report you may eventually

think it desirable to publish at the same time any comments

Japanese may make to me.
